What is NGCS?

Next Generation 9-1-1 call routing transforms the 9-1-1 network from voice only to being able to send and receive voice, video and data. In addition it offers greater interoperability and resilience, and a more accurate response. NGCS, Next Generation Core Services, is the base set of elements needed to process an NG9-1-1 call according to the NENA i3 standards and architecture. With Next Gen call routing, PSAPs (Public Safety Answering Points) have new methods to serve their community.

 

Why is NGCS important?

Next Gen call routing offers many benefits in how calls are routed to the PSAP. One of the most important is location-based routing which means being able to deliver the caller's location with the call. Location-based routing addresses misrouted calls which can waste precious time. On average, when a call is misrouted, it can take up to 40 seconds to get the call to the correct PSAP. Being able to send the call to the correct PSAP the first time can not only save time, but save lives.

Who is involved in routing a 9-1-1 call?

This diagram shows the entities involved in receiving, managing and routing a 9-1-1 call. It’s important to note that the OSP and NGCS providers are not the same. 

  • Next Generation call routing (NGCS – Next Generation Core Services) is designed to receive location with the call. NGCS comprises the NG9-1-1 functional elements that enable the NENA (National Emergency Number Association) i3 architecture for location-based call routing. It includes the ECRF (Emergency Call Routing Function) and ESRP (Emergency Services Routing Proxy).
  • The NENA i3 standard, developed by public safety professionals, describes protocols, interfaces and systems required to ensure interoperability in NG9-1-1.
  • Phase I Location – the location of the cell tower pinged by the caller’s cell phone.
  • Phase II Location – the latitude and longitude coordinates of the caller’s device.
